If some Toronto city councillors have their way, people who put up posters will face hefty fines in the event that the posters are not taken down within a certain period of time. Appearing at a hearing of the Council committee, Josh Paterson, acting director of CCLA's Freedom of Expression Project, argued that such fines will discourage people from expressing themselves through posters.
The committee adopted an amendment requiring individuals to put their names and addresses on their posters. Paterson contended that, if this amendment is enacted, it could threaten the privacy and safety of those who put up posters; in that way, it would create a further burden on free speech. As the proposed by-law proceeds to the full city Council, CCLA is continuing its opposition.
