CCLA Calls for Safeguards on Government No-Fly Lists

 

In an October, 2005 letter to Transportation Minister Jean Lapierre, CCLA Public Safety Project Director Alexi Wood called for safeguards against the risk of unfairness in Canada's proposed no fly list. Highlighting the need for full transparency "when taking such an extreme step", Ms. Wood urged that individuals receive advance notice that they have been placed on such a list, and that affected persons "have resort to independent adjudication" to challenge government decisions. This was designed to reduce the number of innocent passengers who are wrongly denied access to transportation.

In August, 2005, Transport Minister Jean Lapierre announced that Canada would develop a no-fly list containing approximately 1000 names of persons who pose "an immediate threat to aviation security." The list, which would be part of the new "Passenger Protect" program, would be developed through consultation with the RCMP and the Canadian Security Intelligence Service. Other measures expected to be included in the heightened security program include the use of biometric measures at airports as well as a possible automated passenger assessment system.

CCLA has requested a meeting with Minister Lapierre. It is awaiting a response.
